Individual Student Alternative Education Program (ISAEP)
Grades: 16+ Years Old
The ISAEP at Dowell J. Howard provides an alternative educational path for students aged 16 or older who are at risk of dropping out or not graduating with their 9th-grade cohort. The program offers a flexible, part-time schedule designed to help students achieve their GED while gaining work experience, allowing them to balance education and life responsibilities.
Profile of an ISAEP Student
The ISAEP Program is ideal for students at least one academic year behind their 9th-grade cohort in credits and struggling to succeed in the traditional school environment. Students are referred by an administrator or school counselor or may self-request, with placement sometimes determined by a Hearing Officer. With class sizes typically limited to 15 students, the program provides weekly intensive support to help meet each student's unique goals. Students must enroll in a Frederick County public high school and attend base school classes.
Program Schedule

- 15 hours of educational instruction
- 15 hours of work-based learning per week
